{"id":16837,"date":"2022-05-25T10:25:38","date_gmt":"2022-05-25T08:25:38","guid":{"rendered":"https:\/\/en.kivuavenir.com\/?p=16837"},"modified":"2022-05-25T10:25:38","modified_gmt":"2022-05-25T08:25:38","slug":"pan-african","status":"publish","type":"post","link":"https:\/\/kivuavenir.com\/en\/pan-african\/","title":{"rendered":"Pan-African integration has made progress but needs a change of mindset"},"content":{"rendered":"<p>Integration would mean a truly united Africa \u2013 either a federalist \u201cUnited States of Africa\u201d or the African Union (AU) exercising\u00a0<a href=\"https:\/\/www.researchgate.net\/publication\/337898687_Can_Africa_ever_achieve_continental_sovereignty_in_the_shifting_West-to-East_strategic_landscape_The_geopolitics_of_integration_and_autonomy\" target=\"_blank\" rel=\"noopener\">binding powers over member states<\/a>. At present the AU merely serves as a platform for coordinating the interactions of its\u00a0<a href=\"https:\/\/au.int\/en\/member_states\/countryprofiles2#:%7E:text=The%20AU%20is%20made%20up,divided%20into%20five%20geographic%20regions.\" target=\"_blank\" rel=\"noopener\">55 member states<\/a>.<\/p>\n<p>Although some progress has been made, more needs to be done to achieve the goal of integration.<\/p>\n<p>Member states need to move beyond paying lip service to unity, and empower critical AU organs. This requires a shift in mentality. States need to appreciate the need to sacrifice some autonomy for common socioeconomic and political gains. Lacklustre commitment to continental integration is connected with Africa\u2019s peripheral position in global dynamics.<\/p>\n<p><strong>Get your news from people who know what they\u2019re talking about.<\/strong><\/p>\n<p>Get newsletter<\/p>\n<p>In my view, as a researcher of the institutional dynamics of Africa\u2019s integration process, pan-African integration is in a crucial phase. This phase is as important as the creation of the Organisation of African Unity\u00a0<a href=\"https:\/\/www.sahistory.org.za\/article\/organisation-african-unity-oau\" target=\"_blank\" rel=\"noopener\">in 1963<\/a>\u00a0and its eventual replacement with the AU\u00a0<a href=\"https:\/\/www.un.org\/africarenewal\/magazine\/september-2002\/african-union-launched\" target=\"_blank\" rel=\"noopener\">20 years ago<\/a>.<\/p>\n<p><strong>A pan-African worldview<\/strong><\/p>\n<p>In a 1969 speech, the then Tanzanian president, Julius Nyerere,\u00a0<a href=\"https:\/\/www.tanzania.go.tz\/egov_uploads\/documents\/stability_and_change_sw.pdf\" target=\"_blank\" rel=\"noopener\">captured<\/a>\u00a0what the African worldview entails:<\/p>\n<p><em>We recognise that we are involved in the world and that the world is involved in us. Involvement without understanding, however, can be embarrassing and even dangerous.<\/em><\/p>\n<p>A pan-Africanist worldview understands that the continent cannot exist in isolation. However, this must be accompanied by a determination to drive an agenda that enhances pan-African goals.<\/p>\n<p>This position reflects the views of many of Nyerere\u2019s contemporaries, and those who came after him, on how Africa should position itself on the global stage.<\/p>\n<p>Kwame Nkrumah\u2019s\u00a0<a href=\"https:\/\/link.springer.com\/content\/pdf\/10.1057%2F9780230118645_8.pdf\" target=\"_blank\" rel=\"noopener\">\u201cAfrican personality\u201d<\/a>, Thabo Mbeki\u2019s\u00a0<a href=\"https:\/\/archive.unu.edu\/unupress\/mbeki.html\" target=\"_blank\" rel=\"noopener\">\u201cAfrican renaissance\u201d<\/a>, and the oft-repeated\u00a0<a href=\"https:\/\/issafrica.org\/iss-today\/african-solutions-to-african-problems\" target=\"_blank\" rel=\"noopener\">\u201cAfrican solutions to African problems\u201d<\/a>\u00a0have also been used to capture the essence of an effective pan-African worldview.<\/p>\n<p>Mbeki\u2019s idea speaks to restoring Africa\u2019s dignity, and pushing for its economic and political development. Nkrumah\u2019s advances the principles of societal equality. It places the community over the individual in preparing African societies to establish a federal union of African states that is assertive on the global stage.<\/p>\n<p><strong>What\u2019s working<\/strong><\/p>\n<p>The continent has seen some positive developments that could advance integration. They include the adoption of the following instruments and processes:<\/p>\n<ul>\n<li><a href=\"https:\/\/au.int\/en\/agenda2063\/overview\" target=\"_blank\" rel=\"noopener\">AU Agenda 2063<\/a>, the AU\u2019s blueprint for faster economic growth<\/li>\n<li><a href=\"https:\/\/au.int\/en\/aureforms\/financing\" target=\"_blank\" rel=\"noopener\">0.2% import tax levy<\/a>\u00a0on member states to finance AU programmes and policies<\/li>\n<li>the\u00a0<a href=\"https:\/\/www.tralac.org\/resources\/our-resources\/6730-continental-free-trade-area-cfta.html\" target=\"_blank\" rel=\"noopener\">African Continental Free Trade Area<\/a><\/li>\n<li>the\u00a0<a href=\"https:\/\/www.migrationpolicy.org\/article\/africa-intracontinental-free-movement\" target=\"_blank\" rel=\"noopener\">free movement protocol<\/a>\u00a0(yet to come into force)<\/li>\n<li><a href=\"https:\/\/au.int\/en\/pressreleases\/20181127\/african-union-strengthens-its-sanction-regime-non-payment-dues#:%7E:text=Cautionary%20sanctions%20will%20be%20applied,meetings%20of%20the%20African%20Union.\" target=\"_blank\" rel=\"noopener\">sanctions<\/a>\u00a0for non-payment of membership dues<\/li>\n<li><a href=\"https:\/\/theconversation.com\/au-commission-has-made-a-good-start-on-gender-equality-but-a-lot-remains-to-be-done-155005\" target=\"_blank\" rel=\"noopener\">reducing<\/a>\u00a0the number of AU Commission members<\/li>\n<li><a href=\"https:\/\/theconversation.com\/au-commission-has-made-a-good-start-on-gender-equality-but-a-lot-remains-to-be-done-155005\" target=\"_blank\" rel=\"noopener\">gender equality in leadership<\/a><\/li>\n<li><a href=\"https:\/\/www.tralac.org\/blog\/article\/15548-how-relevant-is-the-protocol-on-relations-between-the-recs-and-the-au.html\" target=\"_blank\" rel=\"noopener\">regulating the relations<\/a>\u00a0between the AU and the eight regional economic communities.<\/li>\n<\/ul>\n<figure id=\"attachment_16838\" aria-describedby=\"caption-attachment-16838\" style=\"width: 661px\" class=\"wp-caption alignnone\"><img decoding=\"async\" class=\" wp-image-16838\" src=\"https:\/\/en.kivuavenir.com\/wp-content\/uploads\/2022\/05\/african-Union-300x249.jpg\" alt=\"\" width=\"661\" height=\"548\" srcset=\"https:\/\/kivuavenir.com\/en\/wp-content\/uploads\/2022\/05\/african-Union-300x249.jpg 300w, https:\/\/kivuavenir.com\/en\/wp-content\/uploads\/2022\/05\/african-Union-24x20.jpg 24w, https:\/\/kivuavenir.com\/en\/wp-content\/uploads\/2022\/05\/african-Union-36x30.jpg 36w, https:\/\/kivuavenir.com\/en\/wp-content\/uploads\/2022\/05\/african-Union-48x40.jpg 48w, https:\/\/kivuavenir.com\/en\/wp-content\/uploads\/2022\/05\/african-Union-750x622.jpg 750w, https:\/\/kivuavenir.com\/en\/wp-content\/uploads\/2022\/05\/african-Union.jpg 758w\" sizes=\"(max-width: 661px) 100vw, 661px\" \/><figcaption id=\"caption-attachment-16838\" class=\"wp-caption-text\">The African Union: timeline of events. Usifo Omozokpea \/ AU<\/figcaption><\/figure>\n<p>As\u00a0<a href=\"https:\/\/theconversation.com\/the-african-union-at-20-a-lot-has-been-achieved-despite-many-flaws-175932\" target=\"_blank\" rel=\"noopener\">Thomas Tieku<\/a>, an expert on Africa\u2019s international relations, has observed, despite some of the failures of pan-African integration, the AU has set admirable guidelines on governance, peace and security.<\/p>\n<p>It has also developed enforcement mechanisms for violations of its standards. It has quickly adopted the\u00a0<a href=\"https:\/\/theconversation.com\/the-african-union-at-20-a-lot-has-been-achieved-despite-many-flaws-175932\" target=\"_blank\" rel=\"noopener\">African Continental Free Trade Area<\/a>, empowered the African Union Development Agency-NEPAD,\u00a0<a href=\"https:\/\/theconversation.com\/the-african-union-at-20-a-lot-has-been-achieved-despite-many-flaws-175932\" target=\"_blank\" rel=\"noopener\">mobilised resources to get COVID-19 vaccines<\/a>, and integrated the AU development agenda\u00a0<a href=\"http:\/\/www.statssa.gov.za\/MDG\/SDGs_Country_Report_2019_South_Africa.pdf\" target=\"_blank\" rel=\"noopener\">into national development plans<\/a>.<\/p>\n<p>Yet pan-African continental integration remains constrained by many problems. These include countries\u2019\u00a0<a href=\"https:\/\/theconversation.com\/toothless-pan-african-parliament-could-have-meaningful-powers-heres-how-87449\" target=\"_blank\" rel=\"noopener\">unwillingness<\/a>\u00a0to transfer powers to AU organs.<\/p>\n<p>Addressing this will require a change of worldview. Africa needs to rebalance the way it sees itself and relates to the world. African states need to equip national and regional institutions to deliver on the promise of political and economic development.<\/p>\n<p><strong>What\u2019s not working<\/strong><\/p>\n<p>The ability to project a strategic pan-African worldview is undermined by several factors. One is the unwillingness to transfer supranational powers to key AU institutions. For example, the Pan-African Parliament has only\u00a0<a href=\"https:\/\/theconversation.com\/toothless-pan-african-parliament-could-have-meaningful-powers-heres-how-87449\" target=\"_blank\" rel=\"noopener\">limited, advisory<\/a>\u00a0rather than full legislative powers.<\/p>\n<p>Similarly, the AU Commission lacks the power to make member states comply with institutional rules. The 2017\u00a0<a href=\"http:\/\/www.mandelaschool.uct.ac.za\/sites\/default\/files\/image_tool\/images\/78\/News\/FInal%20AU%20Reform%20Combined%20report_28012017.pdf\" target=\"_blank\" rel=\"noopener\">Kagame report<\/a>\u00a0on AU reforms noted that the union has passed over 1,500 resolutions but has no mechanism for tracking their implementation.<\/p>\n<p>Member states have failed to\u00a0<a href=\"https:\/\/theconversation.com\/successes-of-african-human-rights-court-undermined-by-resistance-from-states-166454\" target=\"_blank\" rel=\"noopener\">comply<\/a>\u00a0with about 75% of the decisions of the African Court on Human and Peoples\u2019 Rights. In reaction to judgments against them, member states such as\u00a0<a href=\"https:\/\/www.ejiltalk.org\/individual-and-ngo-access-to-the-african-court-on-human-and-peoples-rights-the-latest-blow-from-tanzania\/\" target=\"_blank\" rel=\"noopener\">Tanzania<\/a>,\u00a0<a href=\"https:\/\/ijrcenter.org\/2020\/05\/06\/benin-and-cote-divoire-to-withdraw-individual-access-to-african-court\/\" target=\"_blank\" rel=\"noopener\">Benin<\/a>,\u00a0<a href=\"https:\/\/ijrcenter.org\/2016\/03\/14\/rwanda-withdraws-access-to-african-court-for-individuals-and-ngos\/\" target=\"_blank\" rel=\"noopener\">Rwanda<\/a>, and\u00a0<a href=\"https:\/\/www.africanews.com\/2020\/04\/30\/ivory-coast-withdraws-from-african-human-rights-and-peoples-court\/#:%7E:text=Ivory%20Coast%20withdrew%20from%20the,to%2020%20years%20in%20jail.\" target=\"_blank\" rel=\"noopener\">C\u00f4te d\u2019Ivoire<\/a>\u00a0have withdrawn the permission allowing individuals and NGOs access to the court.<\/p>\n<p>The AU\u2019s dependence on external funding is another impediment. Despite ongoing financial reforms, at least\u00a0<a href=\"https:\/\/au.int\/en\/articles\/african-union-sustainable-funding-strategy-gains-momentum\" target=\"_blank\" rel=\"noopener\">61% of its budget<\/a>\u00a0comes from external donors. Some use donations as a tool to\u00a0<a href=\"https:\/\/www.researchgate.net\/publication\/354654152_&#039;She_who_pays_the_piper&#039;_Examining_the_delegitimising_influence_of_European_Union&#039;s_financial_support_to_the_African_Union\" target=\"_blank\" rel=\"noopener\">manipulate<\/a>\u00a0AU processes.<\/p>\n<p>The continuous violation of AU norms and standards on human rights and governance is a major obstacle to deepening continental integration. For example, there has been an\u00a0<a href=\"https:\/\/theconversation.com\/burkina-faso-coup-latest-sign-of-a-rise-in-the-ballot-box-being-traded-for-bullets-175642\" target=\"_blank\" rel=\"noopener\">upsurge<\/a>\u00a0in military coups in recent years. In addition,\u00a0<a href=\"https:\/\/www.bertelsmann-stiftung.de\/en\/publications\/publication\/did\/a-divided-continent\" target=\"_blank\" rel=\"noopener\">democratic backsliding<\/a>\u00a0is on the rise, through unconstitutional changes of term limits,\u00a0<a href=\"https:\/\/africacenter.org\/spotlight\/deluge-digital-repression-threatens-african-security\/\" target=\"_blank\" rel=\"noopener\">digital repression<\/a>, violent\u00a0<a href=\"https:\/\/www.bertelsmann-stiftung.de\/en\/publications\/publication\/did\/a-divided-continent\" target=\"_blank\" rel=\"noopener\">clampdown on opposition voices<\/a>, and\u00a0<a href=\"https:\/\/blog.oup.com\/2020\/03\/how-african-presidents-rig-elections-to-stay-in-office\/\" target=\"_blank\" rel=\"noopener\">electoral fraud<\/a>.<\/p>\n<p>The AU\u2019s response has been tepid. In some cases, leaders involved in\u00a0<a href=\"https:\/\/www.africaportal.org\/features\/sisis-chairmanship-isnt-tonic-african-union-currently-needs\/\" target=\"_blank\" rel=\"noopener\">suppressing<\/a>\u00a0democratic voices are\u00a0<a href=\"https:\/\/au.int\/en\/speeches\/20200209\/statement-president-paul-kagame-overview-implementation-institutional-reform-au\" target=\"_blank\" rel=\"noopener\">tasked<\/a>\u00a0with leading key processes in the AU.<\/p>\n<p>The\u00a0<a href=\"https:\/\/issafrica.org\/iss-today\/connecting-african-citizens-with-african-decisions\" target=\"_blank\" rel=\"noopener\">limited role<\/a>\u00a0of civil society in pan-African integration is another concern. And there is little public awareness of what the AU does and how.<\/p>\n<p>Despite the benefits that could come from\u00a0<a href=\"https:\/\/www.project-syndicate.org\/commentary\/promise-of-african-economic-integration-by-c-lestin-monga-2019-01\" target=\"_blank\" rel=\"noopener\">an integrated Africa<\/a>, many African countries remain wary of the process. For example, some restrict human mobility. They have refused to sign the continental protocol on free movement, citing security concerns and\u00a0<a href=\"https:\/\/blogs.eui.eu\/migrationpolicycentre\/barriers-free-movement-africa-remove\/\" target=\"_blank\" rel=\"noopener\">protection of local jobs<\/a>.<\/p>\n<p><strong>Changing mindsets<\/strong><\/p>\n<p>The effectiveness of reforms at the AU depends on a change of mindset. Members need to understand that enhancement of Africa\u2019s position in global realpolitik depends on an internally cohesive body. This will require actions in three key areas:<\/p>\n<ul>\n<li>a detailed but\u00a0<a href=\"https:\/\/brill.com\/view\/journals\/bafr\/8\/2\/article-p156_7.xml\" target=\"_blank\" rel=\"noopener\">flexible<\/a>\u00a0plan showing how willing states will transfer supranational powers to AU organs<\/li>\n<li>including the African populace in AU programmes and processes<\/li>\n<li>adherence to constitutionalism.<\/li>\n<\/ul>\n<p>Without a system that emphasises fundamental rights and good governance, regional integration goals such as trade, free movement of people, gender equality, peace and security cannot be realised.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Integration would mean a truly united Africa \u2013 either a federalist \u201cUnited States of Africa\u201d or the African Union (AU) exercising\u00a0binding powers over member states.
