One key political figure has yet to make his intentions known: Joseph Kabila. He was president for 18 years until Tshisekedi took over in 2019.<br \/>\n<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The DRC\u2019s constitution allows <a href=\"https:\/\/africacenter.org\/spotlight\/circumvention-of-term-limits-weakens-governance-in-africa\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">two five-year terms<\/span><\/a>, but he remained in power by <a href=\"https:\/\/www.africanmedias.com\/dr-congo-sets-elections-for-december-2018\/?lang=en\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">delaying elections<\/span><\/a>. He holds substantial political, military and business sway. Jonathan R. Beloff is a <a href=\"https:\/\/jonathanrbeloff.com\/publications\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">political scholar<\/span><\/a>who researches the politics and security of the Democratic Republic of Congo, Rwanda, Burundi and Uganda. We asked him some questions.<\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">What is the Kabila family\u2019s place in the DRC\u2019s politics?<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Joseph Kabila was the country\u2019s fourth president. He took office after the assassination of his father, Laurent Kabila, who was <a href=\"https:\/\/www.theguardian.com\/world\/2001\/feb\/11\/theobserver\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">killed<\/span><\/a> by his bodyguard in 2001. Joseph later won presidential elections in <a href=\"https:\/\/www.theguardian.com\/world\/2006\/nov\/16\/congo.chrismcgreal1\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">2006<\/span><\/a> and <a href=\"https:\/\/www.theguardian.com\/world\/2011\/dec\/17\/congo-joseph-kabila-election-victory\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">2011<\/span><\/a>.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The surprise <a href=\"https:\/\/africanarguments.org\/2019\/01\/drc-election-results-analysis-implausible\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">2018 election<\/span><\/a> of Felix Tshisekedi, who took power in January 2019, as president interrupted more than two decades of the Kabila family\u2019s rule. At the time, Joseph was constitutionally barred from running for president \u2013 and he had already <a href=\"https:\/\/www.economist.com\/middle-east-and-africa\/2015\/12\/12\/will-kabila-go?zid=309&amp;ah=80dcf288b8561b012f603b9fd9577f0e\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">overshot<\/span><\/a> his second term by more than three years.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The Kabila family became a political powerhouse after gaining control in 1996. With the <a href=\"https:\/\/www.refworld.org\/pdfid\/3bc5a95e8.pdf\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">assistance<\/span><\/a> of other countries \u2013 such as neighbours Uganda, Angola and Rwanda \u2013 the Alliance of Democratic Forces for the Liberation of Congo, under the leadership of Laurent Kabila, <a href=\"https:\/\/www.refworld.org\/docid\/3ae6a6ce20.html\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">overthrew<\/span><\/a> the long-standing Zairian dictator, Mobutu Sese Seko. This was during the First Congo War (1996-1997).<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Laurent\u2019s tenure was riddled with <a href=\"https:\/\/brill.com\/display\/book\/9789004407824\/BP000014.xml?alreadyAuthRedirecting\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">ineffectiveness and corruption<\/span><\/a>. In less than two years, he had <a href=\"https:\/\/www.kcl.ac.uk\/rwanda-and-drcs-turbulent-past-continues-to-fuel-their-torrid-relationship\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">dismissed<\/span><\/a> his minister of defence, the Rwandan James Kabarebe, and <a href=\"https:\/\/books.google.co.uk\/books\/about\/Africa_s_World_War.html?id=kp93kUfdhC0C&amp;redir_esc=y\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">begun arming<\/span><\/a> anti-Rwandan forces. These forces contained actors who participated in the 1994 genocide against the Tutsi in Rwanda.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Laurent <a href=\"https:\/\/reliefweb.int\/report\/angola\/how-kabila-lost-his-way-performance-laurent-d%C3%A9sir%C3%A9-kabilas-government\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">claimed<\/span><\/a> his government only backed these forces after Rwanda attempted to overthrow his regime.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The bloody <a href=\"https:\/\/www.cfr.org\/global-conflict-tracker\/conflict\/violence-democratic-republic-congo\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">Second Congo War (1998-2003)<\/span><\/a> led to at least two million deaths, many of them from disease and extreme poverty rather than warfare itself. While <a href=\"https:\/\/archive.ph\/20190515011819\/https:\/\/mobile.monitor.co.ug\/Rwanda-s-Gen-Kabareebe-remembered-Operation-Kitona-\/691260-4834546-format-xhtml-ry3w3x\/index.html\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">Kabarebe\u2019s invasion attempt on the capital Kinshasa in 1998 failed<\/span><\/a>, the vast DRC was divided into spheres of influence for different nations and their aligned rebel groups. This status quo only began to break after Laurent\u2019s assassination, which led to the rise of his son Joseph.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Joseph learned military strategy, tactics and politics under Kabarebe. The two worked together after the Second Congo War <a href=\"https:\/\/africanarguments.org\/2014\/06\/rwandan-ponders-own-security-while-fdlr-remains-a-strategic-threat-by-jonathan-beloff\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">to flush out many anti-Rwandan forces<\/span><\/a>. This included the Democratic Forces for the Liberation of Rwanda. They also <a href=\"https:\/\/www.foreignaffairs.com\/articles\/africa\/2011-11-28\/joseph-kabila-and-where-election-congo-went-wrong\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">campaigned<\/span><\/a> together during the 2011 presidential elections, which Joseph won.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Joseph initially cast himself as a reformer who would <a href=\"https:\/\/www.nytimes.com\/2001\/01\/27\/world\/kabila-preaches-peace-congo-rebels-skeptical.html\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">end the Second Congo War<\/span><\/a> and pursue policies to spur political and economic development. However, <a href=\"https:\/\/www.theguardian.com\/world\/2012\/oct\/12\/jospeh-kabila-kivu-crisis-congo\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">instability in eastern Congo<\/span><\/a> persisted under his rule, with accusations of <a href=\"https:\/\/jgbc.scholasticahq.com\/article\/72664-cobalt-and-corruption-the-influence-of-multinational-firms-and-foreign-states-on-the-democratic-republic-of-the-congo\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">massive corruption that undermined the nation\u2019s development<\/span><\/a>.<\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">How much sway does Joseph Kabila hold today?<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Joseph Kabila remains a <a href=\"https:\/\/www.gisreportsonline.com\/r\/kabila-congo\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">strong presence<\/span><\/a> within Congo\u2019s political, economic and military institutions. He has strong networks developed over <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/12\/25\/drc-what-is-joseph-kabilas-legacy-after-18-years-in-power\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">18 years in power<\/span><\/a>. He could use this influence to sway the vote towards any of the candidates.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">His influence <a href=\"https:\/\/issafrica.org\/iss-today\/drcs-shady-political-alliance-unravels\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">stems<\/span><\/a> from favourable business and political alliances he created when he was president. Like Mobutu, Kabila used his vast financial resources to <a href=\"https:\/\/www.aljazeera.com\/economy\/2021\/11\/19\/document-leak-shows-kabila-family-associates-looted-drc-funds\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">secure favourable relationships<\/span><\/a> with Congolese and foreign business leaders. A <a href=\"https:\/\/www.pplaaf.org\/2021\/11\/19\/congo-holdup-leak.html\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">document leak<\/span><\/a> in 2021 revealed that Kabila received over US$138 million from corruption and bribes.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">There were claims that the former president originally <a href=\"https:\/\/www.jeuneafrique.com\/1065149\/politique\/consultations-nationales-en-rdc-comment-joseph-kabila-prepare-loffensive\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">convinced<\/span><\/a> Tshisekedi to accept a power-sharing agreement. Under it, Tshisekedi would be president, while Kabila would control political decisions behind the scenes. The near <a href=\"https:\/\/www.aljazeera.com\/news\/2020\/7\/16\/in-protests-hit-drc-a-fierce-power-struggle-deepens\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">appointment<\/span><\/a> of Ronsard Malonda as the president of the electoral body illustrated Kabila\u2019s political influence. Malonda held senior positions during the country\u2019s 2006, 2011 and 2018 elections. He has been accused of rigging results in favour of Kabila.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Such accusations have benefited <a href=\"https:\/\/www.france24.com\/en\/20181123-dr-congo-opposition-elections-tshisekedi-kamerhe-ramazani-kabila\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">Tshisekedi\u2019s election campaign<\/span><\/a>. He is depicting himself as a candidate not tied to the corruption within DRC.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">If Kabila does decide to campaign, political dynamics within much of Congo\u2019s civil society, military and economy will be divided. Government ministers and officials will be forced to choose to support either the incumbent or Kabila\u2019s preferred candidate.<\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">What was Tshisekedi expected to change after he routed Joseph Kabila?<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">There was <a href=\"https:\/\/theconversation.com\/rwanda-and-drcs-turbulent-past-continues-to-fuel-their-torrid-relationship-188405\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">initial<\/span><\/a> hope that Tshisekedi\u2019s government would foster peace in eastern Congo, establish greater national unity and help solve the nation\u2019s economic woes after decades of corruption and conflict. However, these problems have persisted.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Initially, <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2020\/01\/drc-one-year-since-tshisekedi-took-office-insecurity-and-impunity-still-imperil-human-rights\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">Amnesty International praised<\/span><\/a> Tshisekedi for pardoning political prisoners and allowing greater public space for criticisms of the Congolese government. He also began <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-09-28\/congo-reviews-6-2-billion-china-mining-deal-as-criticism-grows\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">investigations<\/span><\/a> on past mineral deals during the Kabila governments. As the <a href=\"https:\/\/www.un.org\/africarenewal\/magazine\/february-2021\/new-au-chair-drc-president-felix-tshisekedi-sets-ambitious-agenda-2021\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">African Union chair<\/span><\/a> from 2021 to 2022, he pushed for greater attention to the COVID-19 pandemic and promoted the African Continental Free Trade Area.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Despite initial attempts to foster more significant relations with Rwanda, relations <a href=\"https:\/\/www.aljazeera.com\/features\/2022\/6\/2\/analysis-why-are-rwanda-and-drc-having-another-diplomatic-spat\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">soured<\/span><\/a> in 2022. This was after the Congolese government accused Rwanda of supporting the <a href=\"https:\/\/theconversation.com\/m23-four-things-you-should-know-about-the-rebel-groups-campaign-in-rwanda-drc-conflict-195020\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">resurrected M23 rebels<\/span><\/a>.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Rwanda <a href=\"https:\/\/www.africanews.com\/2022\/03\/31\/rwanda-denies-supporting-m23-rebel-group-in-eastern-drc\/\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">denied<\/span><\/a> the allegations. It has also accused Tshisekedi\u2019s government of being <a href=\"https:\/\/theconversation.com\/the-banyamulenge-how-a-minority-ethnic-group-in-the-drc-became-the-target-of-rebels-and-its-own-government-201099\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">hostile to the Congolese Tutsi population<\/span><\/a> \u2013 the Banyamulenge \u2013 who are historically related to Rwandans.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The <a href=\"https:\/\/www.state.gov\/reports\/2021-country-reports-on-human-rights-practices\/democratic-republic-of-the-congo\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">US Department of State has expressed concern<\/span><\/a> about Tshisekedi\u2019s anti-Banyamulenge rhetoric, as well as democratic transparency in the upcoming election.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Tshisekedi\u2019s campaign strategy seems to focus on promoting security in eastern DRC by not only defeating the M23, but also attacking Rwanda for interfering in Congolese affairs. The <a href=\"https:\/\/www.e-ir.info\/2018\/01\/14\/securitisation-theory-an-introduction\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">securitisation<\/span><\/a> of the Banyamulenge and Rwanda \u2013 the political manipulation to stir public fear \u2013 has helped deflect internal criticisms of the Tshisekedi regime.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Whether the elections take place is another area of concern. There are concerns that Tshisekedi will <a href=\"https:\/\/www.reuters.com\/world\/africa\/congo-president-says-unrest-east-could-disrupt-elections-2023-02-27\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">delay or cancel the election<\/span><\/a> by citing security concerns.
