{"id":17494,"date":"2023-12-07T16:37:08","date_gmt":"2023-12-07T14:37:08","guid":{"rendered":"https:\/\/en.kivuavenir.com\/?p=17494"},"modified":"2023-12-07T16:38:32","modified_gmt":"2023-12-07T14:38:32","slug":"drc-election-three-reasons-which-shaped-tshisekedi-to-seek-first-term-as-president","status":"publish","type":"post","link":"https:\/\/kivuavenir.com\/en\/drc-election-three-reasons-which-shaped-tshisekedi-to-seek-first-term-as-president\/","title":{"rendered":"DRC Election : three reasons which shaped Tshisekedi to seek first term as president"},"content":{"rendered":"<p class=\"p1\"><span class=\"s1\">Tshisekedi\u2019s first term has been defined by three major factors: questions over the legitimacy of his 2019 election victory, violence in eastern DRC and the state of the country\u2019s economy.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">I have <span class=\"s2\">researched extensively and taught<\/span> on contemporary Congolese politics for 15 years. In my view, while Tshisekedi has had some successes, including the DRC\u2019s joining of the East African Community and a modest upturn in economic growth since the pandemic, much work remains to improve the lives of Congolese citizens.<\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">Legitimacy questions haunt the presidency<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Tshisekedi has been president since January 2019 after an election that one of his then opponents, <span class=\"s2\">Martin Fayulu<\/span>, claimed was stolen. These claims were supported by a <span class=\"s2\">Congo Research Group<\/span> and <span class=\"s2\">Financial Times<\/span> analysis of voting data that found Fayulu had won the election. The courts, however, <span class=\"s2\">upheld<\/span> Tshisekedi\u2019s win.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The upcoming election is also mired in controversy. DRC\u2019s electoral commission has promised a <span class=\"s2\">rebrand<\/span> in an effort to shake off the irregularities of the 2018 poll. It has registered <span class=\"s2\">nearly 44 million voters<\/span> in the country of 102 million people.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">However, Fayulu, as well as the United States, the European Union and other international election observers <span class=\"s2\">have raised doubts about the accuracy of voter records<\/span>. Fayulu has threatened to boycott the 2023 elections if the voter lists are not redone and audited.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The electoral commission cleared <span class=\"s2\">24 candidates<\/span> to run for president. They include 2018 presidential contender Mo\u00efse Katumbi, Nobel Peace Prize winner Denis Mukwege and Augustin Ponyo, a former prime minister. The campaign period has officially began and already there are plans to <span class=\"s2\">rally opposition support<\/span> behind Katumbi.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Given the controversies involved in this election, as well as in his assumption of office in 2019, Tshisekedi will need to work hard both to win the upcoming poll and do so in a way that citizens believe to be credible.<\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">Violence in eastern DRC<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">While eastern DRC was unstable <span class=\"s2\">before<\/span> Tshisekedi came into power, the <span class=\"s2\">escalation of violence since 2022<\/span> has made it a defining feature of his presidency.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">At least <span class=\"s2\">120 armed groups are active in the region<\/span>. One of the most significant of these armed groups is the <span class=\"s2\">M23<\/span>. In March 2023, M23 violence led to the displacement of about 500,000 people. In recent weeks, it has broken a <span class=\"s2\">months-long truce<\/span> and resumed attacks in eastern DRC.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">International<\/span><span class=\"s1\"> and <span class=\"s2\">regional<\/span> peacekeepers have been trying to address the conflict in eastern DRC. Yet, their presence points to the <span class=\"s2\">failure<\/span> of the Congolese government to deal with the violence on its own.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">A <span class=\"s2\">state of siege<\/span> announced by Tshisekedi in the eastern region\u2019s provinces of North Kivu and Ituri in 2021 <span class=\"s2\">worsened<\/span> the human rights situation there. The military took over key state posts from civilian leaders. This despite the Congolese army being <span class=\"s2\">linked to violence<\/span> in the region.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">It was meant to last one month, butt the siege was extended many times by Tshisekedi\u2019s government. Two years on, there has been <span class=\"s2\">no \u201cmeaningful public debate\u201d about it<\/span>. In the run-up to the December elections, Tshisekedi announced he would \u201c<span class=\"s2\">gradually ease<\/span>\u201d the siege. Such interventions have made it difficult for Congolese people to believe that Tshisekedi\u2019s policies have resulted in a more peaceful Congo.<\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">Economic growth and prospects<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Tshisekedi has registered some success in managing the Congolese economy. The country\u2019s GDP growth rate went down during the pandemic but has made a modest recovery. It <span class=\"s2\">increased to 8.92% in 2022 from 6.20% in 2021<\/span>, with the <span class=\"s2\">mining industry<\/span> being a major driver.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">In 2022<\/span><span class=\"s1\">, the DRC joined the East African Community as its seventh member. Tshisekedi\u2019s hope was that this move would <span class=\"s2\">promote trading relationships and reduce tensions with the DRC\u2019s neighbours<\/span>. Entry gives the DRC access to a market of <span class=\"s2\">146 million consumers<\/span> and means it can start importing <span class=\"s2\">more goods from its east African neighbours<\/span>.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The DRC also signed a mining deal with <span class=\"s2\">the United Arab Emirates in July 2023<\/span>. The deal is worth US$1.9 billion and involves developing at least four mines in Congo\u2019s northeast region. Such deals are important because <span class=\"s2\">mining is the main driver of economic growth in the DRC<\/span>.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Tshisekedi also <span class=\"s2\">broke ground on a new road<\/span> cutting through Zambia to Tanzania to speed up the movement of Congolese exports. The DRC is landlocked \u2013 the new road will cut about 240km from the journey between some of the country\u2019s copper and cobalt mines, and a port in Tanzania.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">But Tshisekedi\u2019s economic record isn\u2019t all positive.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The upcoming election is causing financial problems for the state. It\u2019s expected to cost about <span class=\"s2\">US$1.1 billion<\/span>. <span class=\"s2\">The World Bank predicts<\/span> that the election will widen the country\u2019s fiscal deficit in 2023 to -1.3% of GDP. Further, foreign exchange pressures caused by spending on security and pre-election processes have seen the <span class=\"s2\">Congolese franc slide 20% against the dollar<\/span>.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Tshisekedi\u2019s government is looking to increase revenues from a much anticipated re-negotiation of a China-DRC mining deal. The president is under pressure to get more from the deal, <span class=\"s2\">which is worth US$6.2 billion<\/span>. Tshisekedi wants a <span class=\"s2\">70% stake<\/span> in the Chinese-Congolese firm Sicomines, up from the original 32%.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The Chinese deal is one way in which Tshisekedi\u2019s economic achievements could have impacted the lives of Congolese people given the hoped-for investment in schools, roads and hospitals. However, its unclear how many of these infrastructure projects have been implemented. At the same time, the country\u2019s mining industry has been plagued by allegations of <span class=\"s2\">human rights abuses<\/span>.<\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">What next<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In his presidential campaign, <span class=\"s2\">Tshisekedi has emphasised<\/span> his administration\u2019s economic and diplomatic achievements rather than the situation in eastern DRC.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">However, the <span class=\"s2\">pushback<\/span> from opposition candidates on these achievements means Tshisekedi will need to campaign hard to win. An election that is seen as illegitimate will only further damage Tshisekedi\u2019s credibility, especially given the amount of money the Congolese government is spending on it.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">One of the best things Tshisekedi could do for his country now would be to run a free and fair election.
